David Garcia and Kristina Silcocks Join Phelps in Texas to Further Clients’ M&A and Infrastructure Deals

The firm welcomes David Garcia and Kristina Silcocks, whose experience will help clients throughout Texas manage the business opportunities and regulatory changes that come with swift economic expansion.

David Garcia joins Phelps’ growing health care practice, recently ranked among the largest U.S. health care law firms by Modern Healthcare. David works with buyers and sellers to close health care transactions in some of the country’s most active and competitive M&A fields. He focuses his practice on deals involving veterinary, clinical research, physician practice, dental, and other independently owned health care services companies. David regularly works with private equity-backed groups to expand through strategic acquisitions. He approaches deals with a deep understanding of the legal and operational impacts of each decision.
Phelps expands its leading statewide condemnation practice with the addition of Kristina Silcocks, who helps authorities, utilities and businesses complete major infrastructure projects across Texas. She works with clients to handle contract procurements and bid protests and to comply with the myriad of environmental regulations. Time spent leading the Texas OAG’s Transportation Division helps her find the best paths for clients to resolve eminent domain and government-related issues. She also manages high-stakes litigation to protect clients’ rights and operations.
