Health Care Dealmaker Fletcher Brown Expands Phelps’ Boots on the Ground in Austin
AUSTIN, Texas – Jan. 6, 2025 – Phelps welcomes Fletcher Brown as partner in the firm’s growing Austin office.
Fletcher joins Phelps’ Austin office as the firm deepens its roots in strategic Texas markets. His solid reputation and close relationships in the state’s capital city will benefit existing and new health care clients in the region.
Fletcher is the latest of several recruits to the firm’s health care and Texas teams in the past year. He supports the firm’s regional health care team, which ranks among the country’s largest health care practices and includes trusted lawyers across the South.
This move reunites Fletcher with former colleague and seasoned health care M&A lawyer David Garcia, who joined Phelps in May 2024.

Fletcher is a respected leader in the Austin legal market and the Texas health care industry. He’s been board certified in health law by the Texas Board of Legal Specialization for more than 20 years. Well-known for quarterbacking complex health care transactions, he manages the hundreds of negotiation points that come with each transaction and provider, employee and vendor agreement.
Often acting as an outside general counsel, Fletcher is many executive teams’ first call to resolve day-to-day compliance concerns and advance big-picture goals. He leverages an in-depth knowledge of federal and state regulatory frameworks to secure contracts and execute due diligence reviews as transactions move forward. He verifies provider credentialing and structures corporate governance to help boards focus on their long-term vision.
Early in his career, Fletcher spent 10 years leading the board of a federally certified health clinic in Austin, Texas, including overseeing a $102 million annual budget supporting 23 clinic sites. This experience equips him to steer hospitals’ financial, reputational and legislative positioning and address operational and regulatory challenges.
Fletcher describes the long-term partnerships he builds with hospital boards as the fuel for his practice.

Fletcher earned his J.D. from Baylor University School of Law and his BBA from Baylor University.
