Associate
Asa Toney works with small and mid-cap businesses throughout the business lifecycle, bringing his knowledge and experience to support their growth, development and eventual exit. His practice spans corporate transactions, business, real estate, finance and economic development incentives. He helps clients across diverse industries achieve their growth goals through mergers and acquisitions, tax incentives, corporate governance and securities.
Asa is associate counsel for the Economic Growth Engine Industrial Development Board for City of Memphis and County of Shelby, Tennessee (EDGE). He works with EDGE to develop programs for economic development incentives in Memphis and Shelby County. Outside of his work with EDGE, major companies rely on Asa’s economic development experience to inform location moves. He understands the opportunities for cities to benefit from government incentives, and how these incentives can work for businesses looking to locate in new markets. His economic development incentive work includes:
- Payment in Lieu of Tax (PILOT) incentives
- Tax Increment Financing (TIF)
- Loan programs
- Tax credit programs
- Loan fund projects
- Government relations
- Commercial Property Assessed Clean Energy & Resiliency (C-PACER)
Experience
- Lead counsel for the $1,000,000 Brownfields Revolving Loan Fund (RLF) Grant EDGE received in March 2023 from the Environmental Protection Agency (EPA). The grant will be used to capitalize a revolving loan fund from which EDGE will provide loans and subgrants to support cleanup activities on contaminated properties in the City of Memphis’ urban core.
- Outside counsel to emerging businesses assisting with corporate growth and contracts for food manufacturer and regional distributer of reliability tools to manufacturers.
- Provided government relations and advocacy for multiple Fortune 500 companies.
- Assisted the financing, leasing and acquisition of large commercial developments including parking garages and multimillion-dollar mixed-use developments in downtown Memphis.
