Charles Spencer practices is the area of business with focuses on estate planning, wills and successions, contracts and representing multi-state television and radio broadcast clients before the Federal Communications Commission in Washington D.C.

A proud father of four Eagle Scouts, Charles has a strong commitment to community and civic engagement. Charles has continuously provided pro bono or reduced fee legal work for a number of civic organizations. He is chairman of the Foundation for Excellence in Louisiana Public Broadcasting and a past president or chairman of the Rotary Club of Baton Rouge, the Istrouma Area Council of the Boy Scouts of America, Baton Rouge Public Radio, Inc., Junior Achievement of Baton Rouge and Acadiana, the Baton Rouge Big Buddy Program and other organizations.

Prior to joining Phelps Charles practiced for nearly 40 years with the Baton Rouge law firm of Hebert, Spencer, Cusimano and Fry, LLP.
