Collin Buisson
Associate
The highly regulated industries that power our region count on Collin Buisson’s counsel to keep their operations running smoothly. His experience handling matters before the Louisiana Public Service Commission, Louisiana Pilotage Fee Commission and other governing bodies helps him guide clients through local and state proceedings and compliance requirements.
Collin focuses much of his practice on helping electric utility companies and river pilotage organizations manage the evolving regulatory landscape. Before starting his legal career, his work at a political consulting firm gave him a keen understanding of the legislative process and how governments operate at state, parish and municipal levels. This allows him to spot potential issues early on and offer comprehensive advice to companies navigating procedural rules and processes. He drafts and handles all types of applications and proceedings in front of utility and river boat regulators, including for:
-
- Asset acquisition
- Financing
- New construction
- Rate cases
- Renewable energy projects
- Target pilot compensation
- Tariff calculations
Experience
- Secured government authorization for a large electric utility company providing power to about 291,000 customers in central Louisiana and north of New Orleans to implement rate adjustments and retire a coal-fired power plant.
- Helped a Louisiana river pilotage organization that transports over 900 million tons of cargo annually into the U.S. and pilots all foreign-flagged vessels from the mouth of the Mississippi river to New Orleans achieve regulatory authorizations to increase its pilots’ target compensation, increase its number of authorized pilots, and implement a permanent cost-of-living adjustment.
- Drafted contracts between publicly owned health care entities in the Greater New Orleans area and their contractors and architects for construction of new health care facilities.
